Indecent exposure for thin pants that show cameltoe and ocks but no skin exposed?

Obviously it's indecent exposure in the USA if someone walked into a store with their private areas exposed. But can a person be arrested in a store if they are not exposing any actual skin, but they are wearing thin sweatpants or pajama bottoms that are tight enough to show the outline of their cheeks or their ? what if the person has their pants pulled up tight so it shows the outline of their l lips/ and crack? Is this indecent exposure even if there's no skin exposed?
